Pursuant to Article VI, Section 1 of the Bylaws of Local One-L, ALA, PPPWU (“Local One”), the Referendum Board has adopted the following rules for the 2026 bylaws referendum:
Article I. Schedule
- The referendum shall be conducted by mail ballot.
- The proposed amendments shall be mailed to the membership along with the ballot.
- Ballots shall be mailed to all active members on or about April 9, 2026.
a. Voters must request a replacement ballot during the following time period: starting at 9:00 A.M. Eastern Time on April 24, 2026, and ending at 12:00 p.m. Eastern Time on May 1, 2026. (All times in these Rules are in Eastern Time.) Instructions for requesting a replacement ballot and for members who did not receive a ballot shall be posted to the union website on or about April 9, 2026, and shall remain on the union website through May 27, 2026. Local 1 shall also make best efforts to post the same instructions on union bulletin boards at Local 1 shops beginning on or about April 9, 2026.
To request a replacement ballot, you may telephone Global Election Services at (1) 877-455-9367 or email helpdesk@voteges.com from Monday through Friday from 9AM to 5PM only, beginning April 24, 2026 until 12 Noon on May 1, 2026. If qualified, a duplicate ballot will be sent to the member. If emailing, you must provide your name, address, phone number and the name of your Local. The member must call or email personally and will receive a confirmation number for their request.
b. Ballots shall be due at the GES post office box at 9:00 A.M. on May 27, 2026. Ballots received after 9:00 A.M. on May 27, 2026 will be invalid and will not be counted. Hand-delivered ballots will not be accepted.
c. Ballots shall be counted on May 27, 2026.
Article II. Ballot Language
DO YOU APPROVE OF THE CHANGES TO THE BYLAWS OF LOCAL ONE-L AS LAID OUT IN THE DOCUMENT ENCLOSED YOUR BALLOT PACKAGE, AS RECOMMENDED BY THE LOCAL COUNCIL BOARD.

Article III. Eligibility
All active members in good standing as of May 20, 2026 shall be eligible to have their vote
counted.
Article IV. Eligibility Disputes
The Referendum Board shall determine all voter eligibility disputes. Eligibility disputes are appealable to the Local Council Board and the PPPWU, in accordance with the Local and PPPWU governing documents.
Article V. Voting Instructions
- Write nothing on the ballot other than the voting mark.
- Ballots with any identifying information on them (including but not limited to the person’s name or initials) will be voided.
- Other voting instructions, as may be necessary, may be approved by the Referendum Boar and included with the ballot. Ballots must be mailed and marked in conformity with any
- voting instructions accompanying the ballot.
Article VI. Vote Count
Votes will be counted under the supervision of the Referendum Board by Global Election Services. The vote shall be decided by a plurality of valid ballots cast. The members of the Referendum Board present for the vote count, in accordance with Article VI, Section 12 of the Local One’s bylaws, shall sign the ballot results and immediately send the result to the Local One Secretary-Treasurer.
Article VII. Referendum Protests
- Pre-Referendum Protests. Any member wishing to file a pre-referendum protest must submit it in writing to the Referendum Board by no later than midnight, May 26, 2026. Protests must be submitted via e-mail to: hkolko@cwsny.com and kmalloy@cwsny.com. The protestor must specify the basis of the protest. The Referendum Board has the discretion to defer rulings on pre-referendum protests until after all ballots have been counted.
- Post-Referendum Protests. Any member wishing to file a post-referendum protest must submit it in writing to the Referendum Board by no later than midnight, June 10, 2026. Protests must be submitted via e-mail to: hkolko@cwsny.com and kmalloy@cwsny.com. Appeals from decisions of the Referendum Board on post-referendum protests shall be made to the Local Council Board, in writing, by no later than midnight, June 20, 2026. Such appeals must be submitted via e-mail to: hkolko@cwsny.com, and kmalloy@cwsny.com.
Article VIII. Notification of Membership
Local One shall notify the membership of the results of the referendum in a bulletin and at the next membership meeting.
Article IX. Preservation of Records
Local One shall preserve records of the referendum for one year after the referendum pursuant to Article VI, Section 12.
Article X. Posting of Rules
Local One shall post these rules on its website by no later than midnight, April 9, 2026.
